China is relatively a late starter in research of large-scale energy storage systems (ESSs) and energy storage power stations. However, China has witnessed rapid development in early-stage application, such as system integration and function verification, and it has built up several large-scale battery-based energy storage power stations.
Despite the Chinese government's introduction of a range of policies to motivate energy storage technology investment, the investment in this field in China still faces a multitude of challenges . The most critical challenge among them is the high level of policy uncertainty.
In 2021, China saw over 2.3 GW of installed electrochemical ESS capacity, a 50% YoY increase. Among which, 40% was from the generation side, 35% from the grid side, and 25% the end user side. Supportive policy framework is the major driver behind such increases. Many Chinese provinces have set energy storage targets since 2021.
The most critical challenge among them is the high level of policy uncertainty. China's energy storage incentive policies are imperfect, and there are problems such as insufficient local policy implementation and lack of long-term mechanisms .
Therefore, direct investment in future energy storage technologies is the best choice when new technologies are already available. At this stage, the investment threshold for energy storage to involvement in China's peaking auxiliary services is 0.1068 USD/kWh.
However, ESSs installed at the low-voltage side of the distribution systems can help fulfill power supply demand during peak hours and reduce the required capacity of the distribution systems and therefore save related investment.
